In July 1996, the Ambassador of Japan to Lebanon and the Republic of Lebanon signed an exchange of notes under which JBIC (Japan Bank for International Cooperation) would grant Lebanon 13.02 billion yen loan (about US$120 million, with a 2.5 % interest rate, 25-year repayment period including a 7-year grace period) for the implementation of the Costal Pollution Control and Water Supply Project in Sidon and Kesrwan. This project is under construction now.

Technical Cooperation
Technical cooperation is a form of aid that seeks to transfer technology from Japan to developing countries, thereby improving their technological levels. Person-to-person contact is the cornerstone of this form of aid. The cooperation programs are formulated by the Ministry of Foreign Affairs, and then implemented by JICA (Japan International Cooperation Agency).
Under this scheme, Japan invited many Lebanese to participate in various training courses. Detail is below;
2003FY : 9 Lebanese participated
2004FY : 7 Lebanese were invited, but only 5 were able to participate
2005FY : 8 Lebanese were invited, but only 6 were able to participate
